It's hard to beat a Tikka. With that being said, remington SPS varmint comes to mind as well as any of the major makers varmint offerings. Savage probably being one of the most affordable.

Just got this the other day...really sweet. shoots just as good as my M-4 and ammo runs about $75 for 500 (wolf 5.45X39). It's a Polish WZ88 (AK74 variant).
